How do nations make successful transitions to democracies? Our understanding of how democracy functions--and under what circumstances it can be consolidated and strengthened--remains highly uneven. Recent events underscore the critical importance of expanding our understanding of democratic institutions and operations. Here McMahon and his distinguished contributors demonstrate how the dynamic process of democratization is shaped by the specific contexts in which it occurs; how the internal community plays a key role in the development of democracy; and how the ability to understand democratization requires both internal and external perspectives. The contributors seek to improve the definitions of what constitutes a democracy and to determine how the effectiveness of democratic institutions might best be judged in order to better serve the analysis of and policy approaches to building democratic institutions. With fewer overtly authoritarian states in the post-Cold War world, a wealth of raw information and experience has begun to accumulate. Our understanding of democratic institutional performance requires us to look closely at the performance of the institutions themselves. The book contains chapters on public opinion, civil society, domestic institutions of governance, elections, globalization, international standards of democratic development, international assistance and academic research. A concluding chapter summarizes what democratization processes can teach us about democracy in a broader context..

This volume examines the nature and role of democratic citizenship, the conditions necessary for its development, and its relationship to the key institutions of the state. Comparing and contrasting the patterns of political development and practice in established democracies with tthose states that have experience democratice breakdown, the author aims to contribute to our understanding of the political conditions that sustain liberal democracy. This book contains two parts, which have a broad theme in common. The aim in Part One is to contribute to the debate on democracy's preconditions. Drawing on a broad range of theories, the author specifies certain societal and institutional traits which can serve to further democracy. Democratic development in Africa, Latin America and India then is compared. The conclusion is that democracy is not the product of social and economic forces first of all. To a yet greater extent it is the consequence of prevailing institutional conditions, i.e. the nature of the state. The historical development of state structures is the object of analysis in Part Two. The focus is mainly on Europe. The prospects for democracy in modern times have been greatly affected, the author maintain, by varying paths of institutional development. Moreover, the differing modes of state have displayed a variable capacity for governance and economic development. The evolution of state structures thus has consequences across broad areas of political and social life..

Institutions are the channels of political power. This volume explores Arend Lijphart's life work--the design of political institutions. All the contributors to this volume share the fundamental insight that the design of political institutions matters in how democracies work. The essays in this volume offer both theoretical insights into the context and implications of Lijphart's ideas and empirical exploration of the ideas. Two chapters by Thomas Koelble and Andrew Reynolds examine and apply Lijphart's insights to South Africa, while another study by Jack Nagel explores the fascinating institutional changes taking place in New Zealand. Essays by Bernard Grofman and Rein Taagepera examine Lijphart's work from a theoretical perspective and place Lijphart's work in the wider neo-institutionalist school of thought. Milton Esman applies the principle of power-sharing to mobilized communities, not only in democratic societies but also to those which are governed by authoritarian rule. Bingham Powell offers an empirical approach to the crucial question of the connection between political institutions and responsiveness of policy-makers. Markus M. L. Crepaz and Vicki Birchfield argue that in this age of globalization, countries with consensual political institutions will not only systematically refract the pressures of globalization but will be able to absorb the domestic consequences of globalization more successfully than majoritarian countries. Finally, Arend Lijphart responds to the arguments made in these essays, extending and adding novel concepts and insights to his conceptual framework. The book will be of interest to political scientists, lawyers, and sociologists who study institutions, the impact of electoral systems, and constitutional design. In addition, those who study "globalization" will be attracted by the relevance of domestic political institutions and their refractory effects as the tides of globalization wash against the domestic shores. Markus M. L. Crepaz is Associate Professor of Political Science, University of Georgia. Thomas A. Koelble is Associate Professor of Political Science, University of Miami. David Wilsford is President and Professor, the Institute for American Universities..

Written by the preeminent democratic theorist of our time, this book explains the nature, value, and mechanics of democracy. In a new introduction to this Veritas edition, Ian Shapiro considers how Dahl would respond to the ongoing challenges democracy faces in the modern world. “Within the liberal democratic camp there is considerable controversy about exactly how to define democracy. Probably the most influential voice among contemporary political scientists in this debate has been that of Robert Dahl.”—Marc Plattner, New York Times “An excellent introduction for novices, as well as a trusty handbook for experts and political science mavens.”—Publishers Weekly.

Agonistic Democracy explores how theoretical concepts from agonistic democracy can inform institutional design in order to mediate conflict in multicultural, pluralist societies. Drawing on the work of Foucault, Nietzsche, Schmitt, and Arendt, Marie Paxton outlines the importance of their themes of public contestation, contingency and necessary interdependency for contemporary agonistic thinkers. Paxton delineates three distinct approaches to agonistic democracy: David Owen’s perfectionist agonism, Mouffe’s adversarial agonism, and William Connolly and James Tully’s inclusive agonism. Paxton demonstrates how each is fundamental to enabling citizens to cultivate better virtues for themselves and society (Owen), motivating democratic engagement (Mouffe) and enhancing relations of respect and understanding between conflicting citizens (Connolly and Tully). Situated within the context of a deeply polarised post-Trump America and post-Brexit Britain, this book reveals the need to rethink our approach to conflict mediation through democratic institutions. Pulling together insights from experimental research with deliberative democratic innovations, Paxton explores how agonistic theory might be institutionalised further. Through discussing ways in which agonistic institutions might be developed to render democracy more virtuous, more engaging, and more inclusive, Agonistic Democracy provides a unique resource for students of contemporary political theory..
